Can a foreigner buy a house in Wales?

Yes, without UK residence. The procedure is the same as in England: offer through the agent, a solicitor or conveyancer for the legal work, searches, exchange of contracts, completion. The purchase only becomes binding at exchange. The whole process step by step is in buying a house in England.

The tax is different. Instead of stamp duty you pay Land Transaction Tax to the Welsh Revenue Authority (WRA). The English 2-point surcharge for buyers who do not live in the UK applies only in England and Northern Ireland. In Wales what matters is whether you already own a home. The return and payment must reach the WRA within 30 days of completion; your solicitor usually handles it.

And prices? According to the official UK House Price Index a property in Wales cost £216,000 on average in August 2026, a good quarter less than the English average of £293,000.

Land Transaction Tax 2026: the main rates

The main rates apply if this is the only residential property you own after the purchase. Each rate applies only to the part of the price within its band.

Second home and holiday home: the higher rates

If you already own a residential property, you have paid the higher rates since 11 December 2024. That applies even if the other home is abroad. Companies buying residential property always pay the higher rates.

A worked example: the £300,000 cottage

You live abroad in your own flat and buy a cottage in Pembrokeshire for £300,000. The higher rates apply: 5 percent on £180,000 (£9,000), 8.5 percent on £70,000 (£5,950) and 10 percent on the remaining £50,000 (£5,000). Together £19,950.

If the cottage were your only home, you would pay 6 percent on the £75,000 above the nil band, so £4,500. The whole difference comes from owning another home already. If the new house replaces your main residence, the higher rates may not apply; your solicitor checks that before filing.

A holiday home in Wales: council tax with a premium, or business rates

Wales lets its councils charge a premium on second homes and long-term empty properties, since 1 April 2023 up to 300 percent on top of normal council tax. Whether and how much is up to each council. So ask the council before buying what it currently charges.

You only avoid the premium if your house is classed as a self-catering business and pays non-domestic rates instead of council tax. For that it must have been available to let on at least 252 days in the previous year and actually let on at least 182 days. Miss that and it counts as a dwelling: council tax plus the premium, if your council charges one.

Where things stand: the Welsh Government consulted from 31 July to 23 October 2026 on whether to lower the 182-day threshold somewhat, and proposed five new exceptions for holiday homes unsuitable as permanent homes. The review is to be completed by the end of the year. Nothing has changed yet; plan with the current 252 and 182 days.

Letting from abroad

If you let the house while not living in the UK, the Non-Resident Landlord Scheme applies as in England. The rent is taxable in the UK; from 6 April 2027 Budget 2026 plans separate rates of 24, 44 and 49 percent, in Wales too. What you can deduct and how to receive the rent without tax deducted is in letting as a non-resident landlord. How your home country treats the rent is a matter for its law and its treaty with the UK; see the UK's tax treaties.

FAQ

Frequently asked questions about buying in Wales

Is there a surcharge for foreign buyers in Wales?

The English 2-point non-resident surcharge exists only in England and Northern Ireland. In Wales you pay the higher rates if you already own a residential property, in any country.

How high is council tax on a holiday home in Wales?

It depends on the council, which may charge a premium of up to 300 percent on second homes. If your house is classed as self-catering business accommodation, you pay non-domestic rates instead.

When does my holiday home count as business accommodation?

If it was available to let on at least 252 days in the previous year and let on at least 182 days. A possible reduction of the 182 days is under review, not decided.

Is buying in Wales different from England?

No, the procedure is the same. Only the tax has a different name, its own rates and a 30-day deadline instead of 14.
